Kuwait steps up inspection campaigns to keep food costs stable during Ramadan, clamps down on price hikes

As the holy month of Ramadan approaches, local markets across Kuwait are witnessing heightened activity amid rising consumption rates, prompting early preparations by the Union of Cooperative Societies in coordination with the Ministry of Commerce and Industry to ensure the steady availability of essential commodities, maintain price stability, and strengthen oversight of sales outlets across all governorates during one of the busiest shopping seasons of the year. The joint preparations focus on boosting stock levels and organizing promotional campaigns and discounts to maintain market balance while enhancing the availability of high-demand goods. The initiative reflects ongoing efforts to stabilize prices and provide consumers with diverse purchasing options that meet varying household needs throughout the holy month. Supervisory measures by the Ministry of Commerce and Industry have intensified through expanded inspection campaigns and close monitoring of market prices to ensure compliance with regulations. Authorities are working to deter violations and prevent exploitative practices, reinforcing a fair and stable commercial environment during Ramadan. Director of the Commercial Control Department at the ministry, Faisal Al-Ansari, told Kuwait News Agency (KUNA) that a special team has been formed to monitor prices during Ramadan. The team has already begun operations in supermarkets with particular focus on maintaining the stability of basic food prices. Al-Ansari explained that inspection teams reviewed prices and invoices displayed to consumers in shops operating in the area, where merchants pledged not to increase prices, keeping them consistent before, during, and after Ramadan. He emphasized that field inspection campaigns will continue to ensure adequate supply levels and prevent unjustified price hikes, noting that seasonal price increases are considered exploitation and a violation of regulations. The ministry has also observed strong cooperation from cooperative societies, many of which have introduced discounts and purchase coupons for shareholders. Some cooperatives are offering vouchers valued at up to 150 dinars, while others provide coupons worth 100 dinars or 80 dinars, following inspection campaigns. Coops wishing to launch discount campaigns must submit applications through the ministry’s website under the “Discounts and Sales” section, attaching invoices that show prices before and after reductions, with approvals issued within one working day. Al-Ansari added that consumers can submit complaints through the unified government application “Sahel,” where inspectors respond the following day. He stressed the importance of issuing invoices in Arabic and reminded consumers of their right to exchange goods within 14 days. Consumer protection remains a priority through awareness campaigns, improved communication channels, and continued engagement with the public to promote transparency and adherence to commercial laws. For her part, Chairperson of the Union of Cooperative Societies Mariam Al-Awadh affirmed that cooperatives have taken comprehensive measures ahead of Ramadan. These include providing special family card purchase vouchers and organizing promotional festivals supported under Article (77) of Ministerial Resolution No. 46/T of 2021 regulating cooperative work. Entertainment programs and social activities for shareholders will also be organized through social services allocations. She also highlighted strong support for national products, in line with directives from the Minister of Social Affairs and Family and Childhood Affairs, Dr. Amthal Al-Huwailah, stressing the importance of prioritizing local goods in supply, display, and marketing. Al-Awadh affirmed the Union’s commitment to improving the shopping experience by providing a comfortable and safe environment for consumers during Ramadan. Most central cooperative markets will operate around the clock throughout the week, while branch working hours will vary by area and be announced soon.
